Empleo Sin Barreras – Una Apuesta Por La Inclusión Laboral En Colombia
Abstract
El Fondo de Oportunidades para el Empleo se diseñó e implementó en 2016 para mitigar las barreras de acceso al mercado laboral que enfrentan las mujeres, los jóvenes, las personas mayores, las personas con discapacidad y las personas víctimas del conflicto armado. El Fondo fue una propuesta innovadora que permitió a la población beneficiada encontrar un empleo de acuerdo con su perfil y, a las empresas participantes, contratar personal idóneo acorde a sus necesidades. Es decir, generó un encuentro efectivo entre la oferta y la demanda del mercado laboral colombiano. Como programa de mitigación de barreras, el Fondo fue una apuesta interinstitucional piloto en Colombia con unos resultados positivos en términos de ganancias netas sociales e impactos cualitativos.
