Certificados De Beneficio De Agua Como Estrategia Para La Conservacion Y Restauracion Del Paramo De Santurban En Colombia
Abstract
El Páramo de Santurbán hace parte de una región natural de aproximadamente tres millones de hectáreas de ecosistemas de páramos ubicados en los departamentos colombianos de Norte de Santander y Santander, representando cerca de la mitad de los Páramos Andinos y constituyéndose en la fuente fundamental de provisión de agua dulce para más de 25 millones de colombianos. Existe una clara preocupación, a diferentes niveles sociales y políticos, de buscar y generar opciones que permitan proteger estos ecosistemas vitales para el desarrollo social y económico del país. Esta situación plantea importantes retos que deben ser abordados en terreno y de manera incluyente con la población directamente afectada que cohabita con las fuentes de agua y ha desarrollado su vida y obtenido su sustento en este entorno. Los certificados de Beneficio de Agua buscan ofrecer una opción tangible de alternativas de conservación del Páramo a la población, generando una opción rigurosamente soportada que permita identificar y cuantificar los beneficios compartidos entre los habitantes de la zona, mediante un mecanismo voluntario, simple y confiable.
