Abstract

The track of Transformations Conference 2023 on “Transformative Policy, Institutions and Organizations” explored structural and agency-related aspects of transformation. These structural and agency factors included looking at institutional and governance arrangements that facilitate transformation and how diverse communities in policy-making might be more inclusive and involved. Two examples were presented: research into the enabling mechanisms for gender research in the agriculture, aquaculture, and natural resources sector in the Philippines; and an Australian/UK/USA case study into inclusive practices of exploring emerging national security issues like the human experience of artificial intelligence in cybersecurity. In this synthesis, we reviewed the presentations and discussions and created affinities between the discussed concepts. This synthesis has generated a series of insights, key discussion points, and principles for transformation in policy change within public institutions.

Author Biographies

Glory Dee Romo, University of the Philippines Mindanao, Philippines

Dr Glory Dee Romo is an Assistant Professor at the School of Management, University of
the Philippines (UP) Mindanao where she teaches subjects in the Master in Management
program. She completed her PhD at The University of Queensland, Brisbane, Australia
through the John Allwright Fellowship of the Australian Centre for International
Agricultural Research (ACIAR). She is one of the Meryl Williams Fellows in the Asia
Pacific for the 2021. The Meryl Williams Fellowship is funded by ACIAR and is
implemented by the Gender Equity in Agriculture Research and Development (GEARed) in
partnership with the University of New England, Australia and Coffey International.

Mariana Zafeirakopoulos is a transdisciplinary academic at the University of Sydney’s Design Lab (School of Architecture, Design and Planning) practicing, teaching and researching social innovation and Futures worth wanting. She integrates learning from seemingly incongruent fields like Design and International Relations and Security, to create novel frames for intervening in complex systems.
