Impact of $15/hour minimum wage on Pennsylvania’s DSP workforce crisis

Abstract

Data collected during the 2019 Pennsylvania survey of Direct Support Professional wages were used to estimate the impact of an imposed $15/hour minimum wage.   It was estimated that the imposition of this increased rate would be in excess of $200 million per year.   It was hypothesized that provider agencies would support the increase because it might lessen the workforce crisis.  Concern was raised that there was no visible means with which to fund this wage increase.
