Access to information is fundamental to empowering communities and nurturing accountability in governance. This paper explores the significance of access to information in promoting transparency, citizen participation, and socio-economic development. It examines various strategies, challenges, and best practices for ensuring effective access to information, particularly in the context of advancing community empowerment and accountability mechanisms.

Author Biography

Manoj Samantray, Atmashakti Trust

Manoj holds a Master’s in Social Work from Utkal University and is pursuing an Executive Post Graduation Program (EPGP) in Data Science and AI from the International Institute of Information Technology, Bangalore (IIITB). Since joining Atmashakti in 2016, he has combined 17 years of experience in the social development sector, demonstrating expertise in managing comprehensive project developments and leading multiple disciplines, including Disaster Risk Management, Monitoring and Evaluation, Convergence, Networking, and Liaising with various government and international funding projects.

Before his tenure at Atmashakti, Manoj left a mark in several esteemed organizations, such as IPE Global Ltd, CENDERT, XIMB, Seba Dharitree, CORD, and SRISTI. His contributions were significant, especially during his time with IPE Global Ltd., where he provided essential operational support and technical assistance to the PR Department and the Department of FS & CW in Odisha, focusing on reformative measures in schemes like MGNREGA, the Targeted Public Distribution System (TPDS), and Paddy Procurement Automation System (P-PAS).

Manoj aspires to become an expert in Rural and urban development in the development sector. He strongly emphasizes multidisciplinary learning and growth. His extensive experience and commitment to continuous professional development make him a valuable asset in driving impactful changes in rural and urban development.
