Advocating for Increased Support to Families Enrolled in Medicaid to Mitigate the Effects of HR1 on Children’s Access to Healthcare

Abstract

Effects to the Medicaid program as a result of the “Big, Beautiful Bill” (HR1) will begin to take place in January 2027. The anticipated impact on the Commonwealth is great, with over 300,000 adults in the Medicaid expansion category at the highest risk of losing coverage as a result of new and increased recertification requirements. Though children are not a direct target of this bill, as parents lose coverage, children are less likely to stay insured. The downstream effect of eliminating access to healthcare for children will not only negatively impact their health but also their educational experience and outcomes. To mitigate the impact of HR1 on student success, this policy brief proposes that the School District of Philadelphia allocate funds for a central office position to support schools in aiding families with Medicaid enrollment, keeping students in school, healthy, and ready to learn.
