A Novel Approach to Building Healthcare Career Pathways

Abstract

After observing the chronic difficulty health providers were experiencing in hiring staff — and the impact on quality care — Ombudsman Services of Contra Costa and Solano (since renamed as Empowered Aging) approached the John Muir Community Health Fund in Contra Costa (CHF) in 2018 for support in pursuing a novel solution to a building crisis. That first step ultimately led to the launch of an innovative public-private model for launching community residents into healthcare careers.

As a primary advocate for 13,000 residents of long-term care in two California counties, Empowered Aging leadership was fully aware of the challenges in hiring person-centered staff and were eager to find a solution, knowing it would need to be innovative and multi-pronged.

With CHF support, Empowered Aging engaged with La Piana Consulting, Opportunity Junction (a nonprofit workforce development organization), Mt. Diablo Adult Education (a public education organization), and a local Skilled Nursing Facility (SNF) owner to create Healthcare Career Pathway (HCP ). The collaborators designed HCP as a joint endeavor with the multiple purpose of alleviating staffing shortages, increasing the quality of care, and elevating community residents who often lacked access to high-paying jobs with a solid career trajectory.

Over more than five years, including the Covid pandemic, which itself involved enormous pressures on staffing health facilities, the collaboration has helped 233 students graduate with a Certified Nursing Assistant degree, a third of whom have gone on to a Career Advancement Program and a quarter of those have enrolled in a Registered Nurse or Licensed Practical Nurse program. Demand has increased since the inception of this collaboration and participants are seeing a 40% increase in hourly salary rates as the demand for trained CNA’s and other health care professionals has only increased.

Author Biographies

Brianna Robinson, Opportunity Junction

Brianna joined Opportunity Junction in 2006 first as a volunteer and then in 2007 as a staff member. After serving in various roles, Brianna became the vice president of programs in 2012. In 2023, she was promoted to the role of President and CEO. Brianna earned her bachelor’s degree in English from Furman University and her master’s degree in educational psychology and educational administration from Temple University. She is a former high school teacher, coach, and administrator. As the Opportunity Junction CEO, she is broadly responsible for strategic vision and leadership, fundraising and external affairs, and infrastructure and operations. Her favorite part about her work is seeing the various components of different programs come together for positive outcomes for our clients. Outside of OJ, Brianna can be found on a field playing softball or kickball or enjoying the outdoors with her family.

Dodi Zotigh

Dodi Zotigh (she/her) brings over 20 years of experience in healthcare, education, and nonprofit work to Empowered Aging and her role as Director for the Healthcare Career Pathway (HCP) program. In fact, Dodi is a founding member of the HCP model that provides wrap-around support and comprehensive training for folks with addressable barriers seeking to enter the allied health field. The Healthcare Career Pathway program was recognized in the California Master Plan for Aging in 2020 and is now expanding across the state.

With her direct involvement in the development of HCP, Dodi brings invaluable experience to guide its further growth. In her new role at EA, Dodi will work alongside Executive Director, Susannah Meyer, to oversee and implement the expansion while supporting the local programs in Contra Costa County.

Before joining Empowered Aging, Dodi worked for nearly 15 years at Mt. Diablo Adult Education in various roles, from the Surgical Technologist Program Director to Allied Health Coordinator. During her time there, Dodi also took on the position of Co-Chair for the Career Technical Education Workgroup at Contra Costa Adult Education Consortium.

In addition, Dodi spent 11 years in the Army Reserves during Don’t Ask, Don’t Tell, where she was assigned to medical and training units from Niagara Falls, NY, to Camp Parks, CA. She also served as an NCO in charge of a small Head & Neck Forward Surgical Team at Ft. Lawton, WA, conducted many medical trainings, and was activated to serve at Madigan Army Medical Center during Operation Enduring Freedom.

“My passion for social justice and advocacy started, for me, at a young age. My experiences growing up with a single mom who worked as a CNA, as a closeted queer kid attending a public inner-city school with little resources, and a curious, empathic personality have shaped my drive to support, volunteer, and work with organizations that make an impact in the lives of those most in need. I look forward to continuing to make positive change with the Empowered Aging team by improving education through the creation of brave, expansive, and empowering spaces where all identities are acknowledged and supported.”

Dodi has a BA from Cornell University in Feminist, Gender, and Sexuality Studies, an MS in Educational Leadership from CSU East Bay, and an MS in Human Anatomy & Physiology Instruction from Northeast College of Health Sciences. She also served for six years on the Board of Directors for Rainbow Community Center, with the last two years as President.

Outside of work Dodi loves spending time with her two little ones, both of whom motivate and challenge her to make this world a safer and more welcoming place for them to grow up.

Lester Olmstead-Rose

Lester Olmstead-Rose (he/him) is firmly rooted in his experience at every level of nonprofit operations. Over his career he has spent time within nonprofits as a program manager and Executive Director and has served on multiple boards. He has also been responsible for providing grants to nonprofits as part of a Fortune 500 company. Each day, Lester takes those experiences — and the new experiences he’s enjoyed working with hundreds of nonprofits in scores of fields — and applying them to help his current clients. It’s exciting for him to share ways of thinking and relevant learning in new ways to help individual organizations and the nonprofit sector advance.

Prior to joining La Piana in 2005, Lester was director of government and public affairs at Pacific Gas & Electric Company and served as executive director of Community United Against Violence. He was also the legislative assistant to San Francisco County Supervisor Angela Alioto.
